Barricaded Suspect Taken Into Custody

On the morning of Thursday, November 17, 2022, Avoyelles Parish Sheriff’s Office Detectives went to 1289 M. Cole Road, Effie, LA in the Vick Community to Arrest 30-year-old Joshua Douglas Franks for felony crimes committed the evening before.  APSO Detectives also intended to execute a search warrant at that residence.  We arrived in two fully marked patrol vehicles and other vehicles.  We identified ourselves and directed Franks to open the door and come out with his hands up.  Franks brandished a rifle, refused to comply, and barricaded himself inside the residence.  An APSO Negotiator attempted to communicate and to get him to peacefully surrender.  Franks refused to comply.  Franks fired a rifle twice inside the residence.  One shot went through the wall in the direction of APSO Detectives.  APSO requested the assistance of the Louisiana State Police (LSP) SWAT and Negotiators.  Shortly after LSP arrived and began operations, Joshua Franks was taken into custody by LSP SWAT members.  Franks was then released to APSO Detectives, arrested, and transported to APSO DC-1 Jail Facility to be booked.

Franks was arrested pursuant to an arrest warrant for the offenses of Criminal Damage to Property and Illegal Use of Weapons or Dangerous Instrumentalities committed on November 16, 2022.

He was also arrested for the offenses of Attempted First Degree Murder of a Police Officer, Illegal Use of Weapons or Dangerous Instrumentalities (2-Counts), Illegal Carrying of Weapons, Resisting an Officer with Force or Violence (2-Counts), and Disturbing the Peace all of which were committed today, November 17, 2022.

Sheriff David L. Dauzat wants to thank the Louisiana State Police for their swift response, safe apprehension of Franks, and their teamwork with APSO.
